Unconventional Oil and Gas Consultation

The Community Council has recently received a notification that the Scottish Government are seeking to consult on the future of unconventional oils and gas recovery.  Rather than paraphrase the information it is replicated below for information.

"The Scottish Government is currently finalising its policy position on the development of unconventional oil and gas in Scotland.

As part of that process the Scottish Government is inviting views on the Strategic Environmental Assessment (SEA) and partial Business, Regulatory Impact Assessment (BRIA) of their preferred policy position, that the Scottish Government does not support the development of unconventional oil and gas in Scotland.

These assessments are necessary before the policy position can be finalised and are the latest steps in the approach that the Scottish Government has adopted on this issue.

On 28 January 2015, the Scottish Government put in place a moratorium on unconventional oil and gas development in Scotland. This prevents hydraulic fracturing (fracking) for shale oil and gas, and coal bed methane extraction taking place.

Scottish Government undertook a far-reaching investigation into unconventional oil and gas, including a four-month public consultation, Talking “Fracking”, which concluded in May 2017 and received more than 60,000 responses. On 24 October 2017, the Scottish Parliament voted in favour of the Scottish Government’s preferred position of not supporting the development of unconventional oil and gas in Scotland. This preferred policy position was set out in a written statement on the Scottish Government website on 07 December 2017.

The practical effect of the current moratorium, and the on-going policy-making process, is that no fracking or other unconventional oil and gas activity can take place in Scotland at this time. Any policy decision that has potential for significant environmental effects must be subject to a SEA prior to its finalisation. These requirements are set out in the Environmental Assessment (Scotland) Act 2005. A Strategic Environmental Assessment is a means of considering the likely significant impact of a public plan, programme or strategy on the environment. 

As there is potential for significant environmental effects, either as a consequence of industrial activity or as a consequence of not permitting an unconventional oil and gas industry, a SEA is required before the policy is finalised.

Similarly, as there is potential for business and regulatory impacts, either as a consequence of industrial activity or as a consequence of not permitting an unconventional oil and gas industry, a BRIA is required before the policy is finalised.

A partial BRIA has been produced help to assess the likely costs, benefits and risks of the preferred policy position and views are invited on its contents. The final BRIA will build on the partial BRIA and the consultation analysis.

The consultation will close Tuesday 18 December 2018.

When providing views to this consultation on the SEA Environmental Report, the preferred policy position statement and the partial BRIA, there is no need to restate views already covered in the 2017 Talking “Fracking” public consultation analysis report, as these have been, and will continue to be, taken into account as the Scottish Government finalises its policy position on unconventional oil and gas.

Leave a Light on

With the evenings becoming dark earlier it is important, if you are going out or going away, to leave a light on.

A dark house tells a housebreaker that there is no-one in and may just tempt him to break in.

Police Scotland carried out an evening operation recently and found a significant number of homes in total darkness. In these cases local officers left an advice leaflet for the house occupant.

Electrical timers are relatively cheap to buy and, when connected to lamp, will ensure that you always have a light in your house to deter the housebreaker.

The Santa Fun Run

A group of Santas will be running down Union Street collecting money to help Charlie House. 
Charlie House is a local charity started in 2011 to help make life better for babies, children and young people who have life-threatening or life-limiting conditions.  It also supports their parents, brothers and sisters, and all those who love them.

The run, will start in Albyn  Place between 5pm and 6pm on 25th November ,just before the city's Christmas lights are switched on. 

Entrants must be 16 or over but mini Santas can take part if accompanied by an adult.

Tickets for the event are £10, with a family ticket available for £35, which includes a bib number, a Santa suit and a winner's medal and a special Christmas goodie bag for each participant.

The event is also open to wheelchair users and their carers who can buy a ticket for £10.

All participants are asked to register at the desk in Victoria Street by 3.30pm.  Places can also be booked by visting the Eventbrite website at  bit.ly/2QAEUH9

TESCO Robbery Appeal

Police Scotland are renewing their appeal for information on the attempted robbery at the Tesco store in Great Western Road about 10.50pm on Friday 21 September.

They are looking for a man, believed to be in his late 30s or early 40s.

He is described as 5ft 7in with a local Aberdeen accent and wearing a distinctive two-tone black and grey hooded top with green draw strings.

A police spokesman said: “Although the persons involved in this incident were not hurt or injured in any way, they were left feeling understandably shocked and frightened.

“I would urge anyone who recognises the person in the image or the male himself to make contact with the police on 101 as soon as possible quoting ref. no. CF0232820918.

“You can also contact the charity Crimestoppers on 0800 555111 if you would prefer to remain anonymous.”

Polish Celebrations in Aberdeen

The Polish Association Aberdeen are celebrating the 100th anniversary of Poland regaining independence by holding 8 local events.

At 7pm on 3rd November, an Edinburgh based Polish-Scottish theatre group, 'Lustro Sceny/ Mirror of the stage' directed by Mikolaj & Patrycja Zajac, will present the play 'Lilies' at Aberdeen Arts Centre.

The evening will begin with a reception for the guests in the gallery from 4pm which will include an exhibition 'Women of Independence' (it will be at the Central Library from 12th of November) and prof. Zdzislaw Bieganski will speak about one particular woman of independence.

Image result for lilies clip artFrom 5pm, in the Conference Room, there will be a book reading with Dr Helen Lynch - 'Elephant and the Polish question' and 'Tea for the rent boy' have very strong Polish-Scottish links. 

At 6pm, Dr Elwira Grossman will give a lecture: 'Power of Invisible: Adam Mickiewicz and his poetic world'. 

At aprox. 8.15pm (after the theatre play), Melting Pot Collective will perform at the 'Coffee Bar' of Aberdeen Arts Centre.

Tickets for 'Lilies' are £10 and can be obtained from the Box Office or online

* 1st November, from 7pm, St John's Church - 'Bogu i Ojczyznie' - a spectacle with sung poetry by the actors and musicians from 'Teatr Polski' in Bielsko-Biala. Poetry of Adam Mickiewicz, Cyprian Kamil Norwid, father Piotr Skarga and John Paul II and more with top musicians from south Poland.

* 2nd November, Town House - 10.30am a tour of Town House with actors from Edinburgh (Lustro Sceny/ Mirror of the Stage); actors from Bielsko-Biala, prof. Zdzislaw Bieganski (University of Kazimierz Wielki); dr hab. Tomasz Orlow (University of Silesia).

*2nd November, Exodus, from 7pm - 'Polish Scottish Ceilidh' with Danse McCabre ceilidh band and our Polish guests performing; Polish (bigos, pierogi, barszcz and krokiety, sandwiches) and Scottish (haggis, neeps, tatties) traditional food will be served. Tickets £10 standard; £6 concessions available on the door (food tasting included in a ticket price).

* 3rd November, St Andrew's Cathedral, 12pm - organ and grand piano recital by prof. Tomasz Orlow

* 4th November, Newton Dee Phoenix Theatre, 3pm - grand piano concert by prof. Tomasz Orlow

* 5th November, Monday, Belmont Filmhouse from 6pm - event with historians prof. Zdzislaw Bieganski (University of Kazimierz Wielki in Poland) and prof. Karin Friedrich (University of Aberdeen). Event about the history of Poland's partition, 18th, 19th early 20th century, road of Poland to independence, Greater Poland Uprising.

* 4th November, Sunday, King's College Chapel, 8pm - organ recital by prof. Tomasz Orlow

* around 12th November we are also planning the opening of 'Women of Independence' exhibition commemorating great Polish women who helped our cause of independence.Your help will be much appreciated.

Temporary Traffic Lights - Craigton Road

Aberdeen City Council have advised that there will be temporary traffic lights on Craigton Road close to Hillhead of Pitfodels between 19 and 23 November.

The lights will be in operation between the hours of 9am and 4pm daily and are installed to allow SSE to carry out road works at that location.

Aberdeen Cross City Transport Connections - Consultation

Aberdeen City Council are holding public consultations on the Cross City Transport Connections between the 8th October and the 31st October 2018.

The Public Consultation is to be held to gather feedback on the potential public transport and active travel for Aberdeen Cross-City Connections. 

Nine public transport options, and a range of active travel connections are being considered as part of this study to examine transport connectivity to from the new/existing development sites and identify appropriate transport infrastructure and connectivity improvements.

As part of the Consultation, an online questionnaire will be open until 31st October 2018 where the public can record their views through a short online survey. Link to the online survey below:

Police Report - September 2018

This report covers progress we have made in dealing with your priorities for the Braeside & Mannofield Community Council area during the period 1st September to 30th September 2018.

Antisocial behaviour, Violence and Disorder: 
The Antisocial Behaviour calls within the area have comprised mostly of calls relating to poor behaviour from across the age spectrum with regarding people carrying on the party on their way home, whilst no one expects people to walk back from parties or the pub in silence a little thought to the residential areas you are passing through would be appreciated. Whilst not immediately a cause for concern such behaviour can often lead to vandalisms and concern calls later in the evening, so if you think it could turn into something else let us know. 

There have been no reported of vandalisms or assaults during the reporting period.

Acquisitive Crime:
There has been an attempted robbery at the TESCO on Great Western Road in which a male threatened Staff, fortunately, no one was hurt or anything taken. In relation to this attempted robbery we would like to trace the an seen in this CCTV picture.

There have been no reports of other acquisitive crime during this period. 

We would reiterate when conducting your night time routine in addition to checking the doors are locked please check you haven’t left your keys in the outside of the door lock or left your vehicles unlocked as has happened recently.

Road Safety & Road Crime:
In response to your requests Officers will be taking a robust approach balancing education with enforcement to ensure the relatively small minority who are responsible for committing offences and antisocial behaviour with vehicles are held accountable for their actions. We will be working with partners and making use of antisocial behaviour legislation. Residents in the areas affected by antisocial driving are encouraged to contact Police on 101 at the time to report incidents in order for us to take positive action.

Whilst your local officers predominately detect Drink Drivers as part of specific speeding patrols or on route to other calls there have been 3 occasions this month in which we have been assisted by members of the local community who have seen someone within a local licenced premises clearly intoxicated and about to drive then informed the police. Please never hesitate to contact us if you see a drink driver or someone about to drive, remember it is a crime in progress and one which can have very serious consequences for innocent members of our community.

Community Engagement & Reassurance: 
Now the schools are back our young people will have formed new friendships and moved into new groups, whilst the evenings are still lighter and the weather good our outdoor spaces are just the place for them. 

When we are telling them you stay out longer/explore further because you’re a year on please let that advice include where not to go and the reasons why. We have a significant number of building sites and derelict buildings within our area which young people are attracted to because they offer excitement and are out of the public view, they all so offer in many cases a significant danger once you have climbed past the security barriers. 

As the nights start to grow longer and the time approaches for the clocks to go back we would encourage you to take a look at your property: 

* Ensure that unneeded tools and furniture (particularly ladders) are securely locked away

* Have you have adjusted your evening routine to ensure there is a light on at home, even when you're out? We know this can mean a constant fiddle with time clocks as it gets darker earlier however having a light on at home in the evenings is a significant deterrent. 

Take the change in seasons as a prompt to review your security regarding not just outside lighting but also what physical measures you could take and think, if you were locked out how would you get in, if the answer is other than getting the spare key from a friend or family (not under a plant pot) you are leaving yourself vulnerable.  http://www.scotland.police.uk/keep-safe/home-and-personal-property/secure-your-home

National Campaigns
This time of year a number of our young people take their first forays into the night time economies in both the City and Shire, as exciting as it can be for the young people it can be a worrying time for families.  The North East of Scotland is one of the safest places in Western Europe however a timely reminder that one of the City's successes the "Ask for Angela" scheme has been extended to the Shire, it's worth everyone taking a look.

FREE Salt Bags

You may have seen in the press that the City Council are offering large bags of salt to communities for use in de-icing pavements and roads when the winter weather sets in.

The salt, donated by John Ross Jnr, comes in 1 tonne bags and will be delivered for residents use.  Obviously, the bags cannot be dropped in an area of public footway, carriageway or car park as the bag would be susceptible to vandalism, theft or misuse and obstruct the area for pedestrians and vehicles. 

In addition, they cannot be dropped on any green areas as the salt would kill the existing vegetation.

If you would like to host a bag for your area, you should email winter@aberdeencity.gov.uk or phone 0300 0200 292.

You will need to be able to give the following details:

· The name of the person who will be responsible for the bag
· Details of a secure location to drop the bag (such as a driveway, locked gate or garage)

and you will need to ensure that the location has 3m width clearance for the delivery lorry and 1.5m2 space to store the bag.

Requests for a salt bag should be with the council before 1 November
