Battery Energy Storage System ‘BESS’, Countesswells Road - Objection

Flexion Energy UK Storage have submitted an application for Full Planning Permission to install a Grid Battery Energy Storage Facility with associated development at land at Newton of Pitfodels, Aberdeen, AB15 7AL.

They propose to construct and operate a Grid Battery Energy Storage Facility which is also known as a Battery Energy Storage System ‘BESS’. The storage facility will be used to store energy from the national electric grid and, with intelligent battery software and computerised control systems, release the energy back, or store it for release, at times of peak demand.

The proposed site is directly adjacent to Countesswells Road, on the opposite side to the Ben Reid Nursery and Garden Centre.

The application lists the key components of the proposed development as follows:
  • Battery Units with indicative height of 2.95m and footprint of 7.81m by 1.72m;
  • Battery Interface Units with indicative height of 2.10m and footprint of 1.97m by 0.90m;
  • Power Conversion System (‘PCS’) Inverters with indicative height of 2.50m and footprint of 3.70m by 2.00m;
  • MV Skids with indicative height of 2.50m and footprint of 5.37m by 2.19m;
  • LV Auxiliary Transformer with indicative height of 2.32m and indicative footprint of 2.23m by 1.80m and LV Auxiliary Control Cabinet with indicative height of 1.60m and footprint of 0.45m by 1.25m;
  • Customer Switchroom with indicative height of c.3.41m and footprint of 15.00m by 3.80m;
  • DNO Substation with indicative height of 3.26m and footprint of 5.00m by 5.00m;
  • Welfare Container and Spares Container each with an indicative height of 2.85m and footprint of 6.10m x 2.45m;
  • Fencing around the site boundary, which will be 2.4m high ‘V’ mesh security fence around the compound, and a 3m high acoustic fence within the compound;
  • Water tank with indicative height of 2.5m and indicative diameter 10.26m;
  • Security lighting and infrared CCTV columns with indicative height of 4.50m; and
  • Associated infrastructure (access, drainage, landscaping etc).

The Community Council has submitted an objection to the application on the following grounds:
  • Unnecessary development in the Green Belt
  • Effect of the development on the Pitfodels Conservation area
  • Impact on roads and transport infrastructure
  • Exacerbation of flooding in the area
  • Transportation and storage of dangerous goods
  • Health and Safety risks to the local community
  • Environmental impact to local area, wildlife and inhabitants.
